TITLE I: IDENTITY, LEGAL FRAMEWORK AND FUNDAMENTALS

Name and Acronyms

The political party is named the "Front pour la Réforme et le Progrès", abbreviated as FRP. Its official English designation is the "Reform and Progress Front", abbreviated as RPF. Both linguistic versions carry strictly identical legal value.

Registered Office and Relocation

The Party’s registered office is located in Lelem Mouatong. The Central League (National Executive Bureau) holds exclusive authority to decide on its relocation to any other location within the national territory of the Republic of Cameroon when political or administrative circumstances so require.

Legal Framework and Fundamental Objectives

The FRP is governed by the laws and regulations in force in the Republic of Cameroon relating to political parties. The Party works for the structural transformation of the nation through institutional innovation, social justice, the effective implementation of comprehensive decentralization, and the establishment of equitably shared economic prosperity.

Visual Identity and Official Symbols

The visual identity of the FRP/RPF is immutable and binding on all bodies. Official colors: Orange (dominant), Forest Green, and Sky Blue. Logo: circular in shape, bearing the inscriptions "FRONT POUR LA RÉFORME ET LE PROGRÈS" and "REFORM AND PROGRESS FRONT", with a raised fist holding a branch at its center — a symbol of reforming strength and peace — underscored by three stars and the interlaced acronyms FRP/RPF.

Duration of the Party

The Party’s duration is unlimited, except in the event of voluntary dissolution pronounced in accordance with the statutory provisions in force.

TITLE II: MEMBERSHIP, RIGHTS AND DUTIES OF MEMBERS

Membership Requirements

Membership in the FRP is a free, voluntary, and individual act. It is open to any citizen who shares the organization’s fundamental values, without distinction of race, ethnicity, gender, or religion. Every applicant must fulfill the registration requirements and pay the fees provided for in these bylaws.

Rights and Duties of Members

Every active member has the right to take part in the deliberations of their affiliated league, to express their opinions within the internal structures, and to vote in the organization’s democratic processes. Their duties include strict adherence to Party discipline, the regular payment of dues, and active participation in local and national projects.

TITLE III: THE SUPREME BODY

Nature of the National Conference

The National Conference constitutes the sovereign General Assembly and the supreme body of the Party. It is the only body authorized to define, guide, and amend the major ideological, political, and programmatic directions of the FRP.

Frequency of Congress and Extraordinary Sessions

1. The National Conference shall meet as of right in ordinary Congress every five (5) years at a location within Cameroonian territory determined by the national leadership. 2. It may meet in extraordinary session to deliberate on urgent or major matters. An extraordinary session may be convened only on the initiative of the National President, or at the express request of two-thirds (2/3) of the members of the Central League.

TITLE IV: THE NATIONAL LEADERSHIP (THE CENTRAL LEAGUE)

Nature and Term of the Central League

The Central League constitutes the National Executive Bureau responsible for the leadership, management, and political execution of the FRP. Its members serve a term of five (5) years.

Full Composition of the Central League and Method of Appointment

The Central League is composed of the Party’s founding members, the national heads of specialized organizations, and the National Executive Bureau. In accordance with the exclusive prerogatives of the head of the organization (the principle of presidential appointment), all members of the Central League holding an appointed position are appointed by official decision of the National President, with the exception of positions statutorily subject to a vote by the supreme body.

  • National President : elected by the National Conference — head of the organization, guarantor of its vision, and sole legal representative of the Party
  • Vice-President : elected by the National Conference — direct deputy to the President, responsible for general succession and positions of trust
  • Secretary-General (SG) : elected by the National Conference — chief coordinator of the administration, under the direct hierarchical authority of the National President
  • Deputy Secretary-General : elected by the National Conference — technical support to the SG, administrative management of membership records and national files
  • Treasurer-General : appointed by the National President — chief manager of finances and authorizing officer of central budgets
  • Auditor : appointed by the National President — independent internal auditor, guarantor of transparency and financial accuracy
  • National Secretaries (5) : elected by the National Conference — in charge of sectoral areas (Organization, Communications, Training, International Affairs, Social Affairs)
  • Expert Delegates (4) : appointed by the National President — technical areas of Economy & Sovereignty, Production & Infrastructure, Human Capital, Reforms & Rule of Law

Status of the National President and Succession

The National President is elected for a term of five (5) years as of right, renewable once. In the event of a vacancy, or a temporary or permanent incapacity determined by the Central League, the interim shall statutorily be assumed by the Vice-President for a maximum period of six (6) months, during which an extraordinary Congress must be convened to elect a new President.

Functioning of the General Secretariat

The General Secretariat is the Party’s day-to-day administrative body. The Secretary-General provides cross-cutting coordination of the activity of the territorial structures (Leagues) under the direct hierarchical authority of the National President. He is assisted and, where necessary, replaced in his administrative duties by the Deputy Secretary-General.

TITLE V: TERRITORIAL ORGANIZATION AND MEMBERSHIP QUOTAS

Territorial Network and Membership Thresholds

The FRP is structured across the entire national territory through a pyramidal network. The legal status of "League" is strictly conditional on achieving and maintaining a minimum number of active members whose dues are up to date.

  • Regional League (Regional Capital) : at least 500 people
  • Departmental League (Departmental Capital) : at least 250 people
  • Municipal League (Sub-Divisional Capital) : at least 150 people
  • Grassroots League (Neighborhood or Village) : at least 50 people

Territorial Sanction Provisions — Support Committees

1. Any structure whose verified membership falls below the thresholds set out in Article 14 may under no circumstances claim League status. It is legally classified as an FRP Support Committee. 2. Automatic forfeiture: when an established league falls below its required quota for a continuous period of six (6) months, it automatically loses its League status and is immediately downgraded to the rank of Support Committee.

Terms of Establishment and Presentation of Insignia

As soon as the membership thresholds are reached and formalized, the higher body proceeds with its official establishment. This solemn act gives rise to the exclusive and mandatory issuance of the Party’s official insignia (security seals, flags, dues registers, and campaign materials).

TITLE VI: FINANCIAL REGIME AND MEMBERSHIP FEES

Financial Allocation Formula for New Memberships

Every membership application is made through the Grassroots League of the applicant’s place of residence and requires validation by its bureau. It gives rise to the collection of a mandatory one-time contribution of 5,000 FCFA, allocated according to the following fixed formula.

  • 2,000 FCFA : allocated to the production of the secure membership card (National Treasury)
  • 1,000 FCFA : paid to the National Treasury for central administration and general operations
  • 1,200 FCFA : retained by the local League of registration for its development projects and local campaign efforts
  • 800 FCFA : left at the disposal of the local League for its ordinary operating expenses

Mandatory Monthly Social Dues

To support solidarity initiatives, mutual assistance among members, and the organization’s social outreach, every activist is required to pay a mandatory monthly social due of 3,000 FCFA. These contributions are payable monthly and must be settled during the period between the end of the elapsed month and the start of the following month. By way of exception, any member who wishes to do so is expressly authorized to pay all of their monthly social dues for the entire year in advance, in a single payment.

Regulation of Gratuitous Transfers, Donations and Bequests

Donations, bequests, and material or financial gifts in favor of the FRP must be made exclusively through the official channels authorized by the Party. Every payment gives rise to the systematic and mandatory issuance of an official acknowledgment of receipt by the competent financial authority as soon as required.

TITLE VII: DISCIPLINE AND TRANSITIONAL COMMITTEE

Scale of Sanctions

Any act contrary to Party discipline, any misappropriation or flagrant disregard of the financial allocation formulas, any fraud regarding membership records, or any public defamation exposes its perpetrator to the following graduated sanctions: warning, reprimand, temporary suspension from office, or permanent expulsion. A written, adversarial hearing of the person concerned is a substantial formality required prior to any sanction.

Creation and Composition of the Transitional Committee for the Management of Internal Conflicts (CTGCI)

In order to address the lack of detailed provisions for the ordinary Discipline Unit and to respond effectively to internal growing pains, a Transitional Committee for the Management of Internal Conflicts (CTGCI) is exceptionally established, composed of seven (7) members recognized for their integrity and absolute neutrality, appointed by mutual agreement of the national leadership.

  • Term and duration : a firm twelve (12) months, renewable once by express decision of the Central League should circumstances require it
  • Committee Chair (1) : chosen from outside the members of the General Secretariat
  • Representatives of the Founding Members (2) : appointed from among the founding members
  • Regional League officers (2) : having no direct interest in the disputes submitted
  • Legal expert (1) : expert or delegate for institutional reforms
  • Rapporteur (1) : appointed by the Committee Chair

Powers and Extended Authority of the CTGCI

The CTGCI holds exclusive authority for conciliation, arbitration, and investigation over all disputes between activists, League bureaus, or members of the central bodies. It has the power to hear any activist regardless of rank, to demand the production of any accounting, financial, or administrative document from the Leagues, and to conduct field investigations into the accuracy of declared membership figures. At the conclusion of its investigations, the CTGCI drafts a reasoned findings report, which it submits directly to the Central League, together with its recommendations for sanctions or territorial reorganization.

Sanction of Permanent Expulsion and Appeal

The permanent expulsion of a Party officer or member falls within the sole authority of the Central League, ruling on the basis of the CTGCI’s report. Expulsion decisions issued by the Central League may be appealed once before the Congress of the National Conference, whose final decision is not subject to further appeal.

Protective Status of Founding Members

The founding members of the FRP enjoy a protective status that derogates from the Party’s ordinary rules and may not be the subject of an expulsion or administrative removal procedure by local leagues. Only the Central League, ruling by a qualified two-thirds (2/3) majority of its members and on the documented, concurring opinion of the CTGCI, may revoke this status in the event of proven high treason.

TITLE VIII: CANDIDACIES, NOMINATIONS AND ELECTIONS

Criteria for the Presidential Election

The Party’s candidate for the presidential election of the Republic must be chosen as a priority from within the Central League, among members holding an elective mandate granted by the National Conference and among the founding members. Where no candidate comes forward, an endorsement system is introduced (at most one endorsement per member of the Central League).

Signature Regime for Letters of Nomination

  1. Presidential election: the letter of nomination is signed by the National President and countersigned by the Secretary-General.
  2. Other elections: for legislative, municipal, regional, and senatorial elections, the letter of nomination is signed exclusively by the National President. He may officially delegate this authority to the Vice-President and/or the Secretary-General through a documented administrative notice.
  3. Special case: if the President himself is a candidate in these elections, his letter of nomination alone is signed by the Vice-President or the Secretary-General.

Automatic Nominations

Members of the Central League automatically receive nomination as of right for legislative, municipal, regional, and senatorial elections under the Party’s banner.

The Campaign Contribution

Every candidate selected in the primaries or nominated shall pay a "campaign contribution" to the treasury of the relevant league, an amount determined independently according to the actual needs on the ground.

Republican Incompatibility and Automatic Renewal

If a member of the Central League is elected President of the Republic, he immediately loses his deliberative status within the Party, in order to preserve the organization’s strict independence from state institutions, and is downgraded to the status of ordinary member. It is expressly provided, however, that he shall automatically be reinstated as of right as the Party’s official candidate for the renewal of his presidential term of office (a renewal that may occur only once), provided that he formally expresses his interest to the Central League.

TITLE IX: SPECIALIZED ORGANIZATIONS, AGE GROUPS AND FINAL PROVISIONS

Specialized Organizations and Age Grouping

1. The Party includes the Women’s Organization (OFRP) and the Youth Organization (OJFRP). 2. Every member between the ages of 16 and 34 is attached to the FRP Youth Organization. 3. Every member who has reached the age of 35 is automatically transferred to the Party’s adult group. 4. Seven-year moratorium: this strict age-based grouping clause shall not apply for a period of seven (7) years, effective from the Party’s official recognition and registration by the competent authorities.

Amendments and Entry into Force

The Congress of the National Conference alone holds the power to amend these bylaws, by a two-thirds (2/3) majority. They shall enter into force immediately upon signature.
